City of Fresno targeted Down's syndrome victim

This pertains to my handicapped uncle described in earlier blogs. My precious, innocent, loving uncle was born with Down's syndrome and spent the last 5 1/2 yrs of his life totally bedridden.

Due to the theft of nearly everything I owned, I did not think I had any pictures of Rolf. So although what I found is limited, these photographs are enough to convey the message of what I have been trying to get across for so long.

Rolf was born a happy and healthy baby ~ he was filled with nothing but pure love and joy. (I no longer have his baby books or photo albums throughout the years - this photo was taken when he was young.)

Skipping a few decades, below are some photos of Rolf 1991 - the end, in 1999.

In 1995, due to a bedsore, we began receiving Home Health services. All I can do is look back, recalling the pillaging of his pills and how he was denied an autopsy, which is why I wrote this blog ---> Click: Do not trust all Home Health agencies PLEASE! Then came the sewage back spills, which the City of Fresno's risk analyst was lying about ~ deeming these events "negligence in sewer maintenance" when in fact the City water system was being secretly replaced, section at a time. This is when Rolf developed Pseudomonas. The infections were never-ending. (Same with my neighbor - ongoing infections, deceased age 49.)

As Rolf's health continued to decline, so did mine. Unknown chemicals had turned me into a psychotic, nightmare, hysterical and out of my mind. From what I understand I was being filmed with hidden cameras ~ being set up for total annihilation. I was so far gone I did not realize what was taking place on our properties right under my nose.

You can see by the picture, Rolf's health was going downhill.

Hospitalization left no one home as the reconstruction was being carried out to the 2 properties next door without my knowledge or consent. I am referring to the properties that were in an Irrevocable Trust, for Rolf's care. Having no idea of the City of Fresno's water system being replaced, which entailed reconstruction of these properties, the damages were never-ending. Money needed for health care was being poured into repairs i.e., $5,000 for central heating/air units that were switched with trash behind my back. Same with the awnings ~ all replaced, then stolen/switched with trash. Paint, new roof, windows, on and on. As this continued, Wilbert Swieso continued his plans of taking the properties over as his own ~ Rolf would have to die first.

HOW MUCH SUFFERING DO YOU THINK HE UNDERWENT!?!

Rolf's death (April 1999) coincided with another sewage back spill and the City "infrastructure upgrade" that took place in front of the 2 properties located on Olive Ave. This is when Mr. Swieso hired me to work for him, which left no one home all day. First thing on the agenda was to convince me that my siblings had set out to leave me homeless and I needed to put Rolf's properties into another Trust. I was so far gone I allowed this man to convince me this was legal when in fact, it was NOT! The new Trust appointed Mr. Swieso, "Successor Trustee" of these 2 properties. If I died, which was being planned, he would take over.

Still being administered chemicals without my knowledge, I had never been so sick or incapacitated.

Behind my back, Mr. Swieso was exploiting me as "crazy." Making himself appear as the concerned "friend" he enrolled me in a Long Term Care policy. No one knew it was fraudulent ~ in his own handwriting he wrote that I was employed by one of the nearby Water Districts (his Pension client) ~ appointing himself, "Beneficiary." When I asked him why, he demanded, "Just sign it!" In my condition, I did as instructed.

Behind my back he created a horrendous mold problem at the same time conspiring with my property insurance agent in cancellation of coverage. Click: Do you believe insurance coverage will protect you from the horrors?

The "planted" tenant was going to sue and own all. By this point I had gotten away from Swieso and his mob ~ the chemicals had started to wear off. Trying desperately to seek replacement coverage was being intercepted and sabotaged ~ I had no choice but to sell.
One year escrow because no one would tell me about the fraudulent legal documents. The next realtor also lied to me about the value of the properties - he was also "helping" the buyer (the tenant mentioned above.) Despite the buyer repeatedly telling me that his loan had been approved, even showing me the papers, I told the realtor something was wrong ~ this man could not possibly qualify to buy 1 building let alone both. I was told it was none of my business. I pled for help, saying I knew these properties were worth more money ~ I was prohibited from seeing the appraisal for the properties; cheated in excess $1 million.

New deeds provide more evidence that I was set up for elimination ~ the buyer never qualified for a loan. Because it was not intended that Swieso or his mob were going to pay ONE CENT. The new deeds not only entail altered parcel maps to cover up all the major reconstruction and new property lines that took place ~ fraudulent financing information, verified 3 x. The loan information on the deeds is FALSE ~ the buyer did not qualify for a loan; there was no loan. Because the plan was to take the properties by fraud, without paying 1 cent, using Swieso's fraudulent legal documents appointing him in charge after I died!

The new owner of my family's properties used the altered parcel maps to threaten me with a lawsuit ~ accusing me of infringing on his property and to get off at MY EXPENSE! I could get no help. My large driveway is now so narrow, a large vehicle will not fit in the driveway. Driveway next door doubled in size. Of course this mob needed me dead ~ they still need me off this final property! Despite the evidence and witnesses to what took place, the City of Fresno is using these altered parcel maps to call me a "liar" that any of this took place. They even deny that Olive Ave. was widened!!

So sure that I would not be alive, my home behind the 2 properties on Olive Ave. was also left a shambles, now setting on top of corroded, clamped sewer/water lines.

Once valued at $225,000 fully paid for ~ I now have a mortgage on a home that one contractor told me it is now worth $35,000. Robbed of everything I owned, poisoned, raped, implanted, pets killed, more. Again, property insurance sabotaged so no claim, no recourse for the damages or theft.

In an attempt to save what belongings remained I had a moving company pick up several truck loads and pay $325+/- per mo. I have been informed that everything in storage has been switched click: as done in my home. Add this expense to a mortgage, health insurance and all the other expenses. Left unemployable due to the years of poison and hidden cameras, in fear for my life as death threats continue ~ my life was not only completely destroyed, it is over. There is nothing left. As Swieso's partner told me, I will meet the others, "in another world."

I spent more than 10 yrs as the sole care provider to my father (more suspected homicide not mentioned here - autopsy denied for him as well) and my handicapped uncle. Another 10 yrs fighting a losing battle. The City of Fresno will never allow the truth to be exposed ~ they used their risk analyst to set us up for what took place. They do not allow reports of crimes or even facts behind unsolved murders when linked to their water scam ~ that was proven when I tried to provide information behind the unsolved Polzin murder across the street. Bill Polzin was killed when this took place on his property ~ more altered records to cover up the evidence. Same "planted' neighbors were used to help with the preparations behind what took place on Polzin's property ~ then they denied all. They moved around the corner and repeated the process. Then moved next door and did it again. The death toll that accompanies this is horrific ~ no one sees beyond the smokescreen.

I loved my family and did everything I could to take care of them when they needed help. That is when we were targeted and wiped out. As if we had not been violated enough, behind my back one of my neighbors who was involved in what took place on my family's properties was framing ME for murdering my own family!!! At the same time denying that any of this took place. How is that for more misguided focus. This insanity speaks for itself. --> Click: Can no one see beyond the smokescreen?!?

As a former employee of Mr. Swieso (on 2 separate occasions) I saw this same pattern take place with countless others ~ from the sewage spills, illness, same home health personnel, death, forged/fraudulent insurance papers and legal documents. Yet reporting him and/or this nightmare turned out to be the biggest crime of all. We were not safe in our own homes.

Reports of poisonings, burglaries, killings prohibited when linked to City of Fresno's secret water diversion operation. Naturally, facts behind unsolved murders not wanted/allowed either.

WARNING: Targeted property owners are being annihilated in order to "clear the path."

Evidence shows pre-meditated murders behind secret water diversion operation.

EXAMPLE

No warning or notice regarding the widening of Olive Ave. (Tower Dist.) Odd, since it would require major reconstruction of street-lined properties. The only way to accomplish this without complaints was to carry it out one block at a time, eliminating property owners along the way.

Aside from the blatant murders down Olive Ave. as the street was being widened, another method was being used to eliminate property owners.

Before continuing, keep in mind that the City of Fresno not only prohibits facts behind these unsolved murders, suspected homicides and/or attempted murder, they now DENY widening Olive Ave.!!!

UNDETECTABLE METHOD OF CAUSING ILLNESS, INFECTIONS, DISEASES, DEATHS

This method is being used to "clear the path" so properties can be torn up and rebuilt without permits or inspections on top of the City's secretly replaced water system.

The water system is being replaced section at a time. As this takes place, targeted victims are deliberately and intentionally exposed to raw sewage discharges. (Deadly pathogens are airborne + waterborne.) City risk analyst lies to victims about the cause of sewage back spills, demanding a "release for clean-up." Time and again this happens until victim/s become ill, contract infections, diseases, and die. "Release for clean-up" is then used as non-responsibility for deaths, theft and/or destruction / reconstruction of property.

A beautiful plan because until now, no one has survived long enough to expose this heinous operation, let alone dig past the altered records which verify one of the most gruesome operations in history.

Altered public records (parcel maps + aerial views) to make it appear that nothing ever took place verifies the lies of the City risk analyst i.e., cause behind sewage back spills, denial of street widening, changes in property lines, willful + malicious destruction of private properties, unauthorized relocation/reconnection of PG&E's utilities, more.
Lies behind the risk analyst show that the illnesses, deaths were pre-meditated. Clearly, the victim would have to die in order for the operation to continue.
Forged, fraudulent legal documents and insurance policies of these dead victims magnify evidence that all of this was/is premeditated.
Perjury by risk analyst to deny ALL THE ABOVE EVER TAKING PLACE, verifies the entire nightmare very carefully planned and set up.

The City of Fresno does NOT tolerate reports. They do not tolerate survivors / witnesses. Hence the ongoing horrors and death threats against me.

Bonus: The City of Fresno also demonstrated how to use these clamped water lines to create mold lawsuits / insurance claims. In some cases, "planted" tenants end up owning the property!

According to Mr. Swieso, he has tied his own water scam into the City's water operation. He says they are too "incompetent" to ever figure it out. THAT is how he remains protected, which in turn, leaves the rest of the public in great danger.

Others are learning the technique. Take a good look and see that after 50 yrs of this, all structures are now setting on top of clamped sewer/water lines. It appears that a mere screwdriver is all it takes to get by with murder ~ cannot be traced?

Reminder: Not only are these rebuilt structures being re-sold as "original", beware that property taken by fraud and re-sold by more fraud appears to be another death trap. We can no longer trust title companies ~ this is where the fraudulent legal documents are being recorded as parcel maps altered to make it appear that nothing changed.

SUMMARY OF WHAT IS HAPPENING

The estimated super high pressure release of oil from under the earth's crust is between 80,000 to 100,000 barrels per day.

The flow of oil and toxic gases is bringing up with it... rocks and sand which causes the flow to create a sandblasting effect on the remaining well head device currently somewhat restricting the flow, as well as the drilled hole itself.

As the well head becomes worn it enlarges the passageway allowing an ever-increasing flow. Even if some device could be placed onto the existing wellhead, it would not be able to shut off the flow, because what remains of the existing wellhead would not be able to contain the pressure.

The well head piping is originally about 2 inches thick. It is now likely to be less than 1 inch thick, and thinning by each passing moment. The oil has now reached the Gulf Stream and is entering the Oceanic current which is at least four times stronger than the current in the Gulf, which will carry it throughout the world within 18 months.

The oil along with the gasses, including benzene and many other toxins, is deleting the oxygen in the water. This is killing all life in the ocean. Along with the oil along the shores, there will be many dead fish, etc. that will have to be gathered and disposed of.

SUMMARY OF EXPECTATIONS

At some point the drilled hole in the earth will enlarge itself beneath the wellhead to weaken the area the wellhead rests upon. The intense pressure will then push the wellhead off the hole allowing a direct unrestricted flow of oil, etc.

The hole will continue to increase in size allowing more and more oil to rise into the Gulf. After several billion barrels of oil have been released, the pressure within the massive cavity five miles beneath the ocean floor will begin to normalize.

This will allow the water, under the intense pressure at 1 mile deep, to be forced into the hole and the cavity where the oil was. The temperature at that depth is near 400 degrees, possibly more.

The water will be vaporized and turned into steam, creating an enormous amount of force, lifting the Gulf floor. It is difficult to know how much water will go down to the core and therefore, its not possible to fully calculate the rise of the floor.

The tsunami wave this will create will be anywhere from 20 to 80 feet high, possibly more. Then the floor will fall into the now vacant chamber. This is how nature will seal the hole.

Depending on the height of the tsunami, the ocean debris, oil, and existing structures that will be washed away on shore and inland, will leave the area from 50 to 200 miles inland devoid of life. Even if the debris is cleaned up, the contaminants that will be in the ground and water supply will prohibit re-population of these areas for an unknown number of years.

Fresno Mayor had WHAT covered up?!?

Long ago, Wilbert Swieso told me that the up-and-coming Fresno Mayor (or City Manager ~ it had not yet been decided which role he would fulfill) would be involved in what was being planned ~ the very burglary / suspected homicide operation he (according to senior risk analyst, Kerry Trost) ordered the cover up for! The one I accidentally survived ~ my handicapped uncle and neighbors on 3 sides were left dead. Clearing the path for secret replacement of the City water system.

Burglary, poison, rape. Fraudulent legal documents, fraudulent insurance policy, properties torn apart / rebuilt on top of City's secretly-replaced water system. As it continued, I mortgaged my home to keep paying repairs to my family's 2 income properties, never realizing what the City of Fresno and Swieso were doing. Then run off the 2 properties (taken by fraud), further cheated in excess of $1 million. New deeds reflect new property lines and fraudulent financing information. Real estate fraud, property insurance fraud. Home left a shambles, now setting on top of corroded, clamped sewer/water lines.

Stripped of a means of survival, left unemployable, prohibited from help or restitution.

I lost my family, my belongings were switched with trash, the bank now owns my home. I remain surrounded by the same "planted" neighbors as the horrors continue ~ there is no way out of this but death, as planned from the beginning.

Behind the 50-yr secret water diversion operation ~ according to Mr. Swieso, this is the continuation of the Bonadelle / City of Fresno development fraud operation. Every structure, every block ~ every street, every sidewalk. Ours were the last properties on the block to be torn down. Located on Olive Ave., which was widened 1 block at a time to avoid attention to what was taking place ~ done during the infrastructure upgrade, when the heavy equipment remained for several days. By eliminating the property owners, no complaints or witnesses left behind.

This is nothing less than a free-for-all burglary and murder operation. The criminals are the ones who are considered of value as they "clear the path" so the water scam can continue! Teaching others how easy it is to annihilate and take what others worked lifetimes for. They recruit, use, discard along the way.

Jeffry C. Winslow and Wilbert G. Swieso

- Mr. Swieso was poisoning me via so-called "herbs" and "special powder" in my food and beverages. Sometimes he demanded I open my mouth and move my tongue from side to side so he could make sure I swallowed the "special pills." In the condition I was being kept, I did as instructed.
- Mr. Winslow told me his dream was about to come true ~ owning my family's properties where he would open a restaurant. Said he would also be taking the Laundromat across the alley, as I would be meeting his wife (who he claims "he got rid of") and her family in another world! He implied the same would happen to my family as done to his former wife's family as he explained, "After you get rid of the first one, the rest are easy." - He + Mr. Swieso + 2 others mentioned a baby-selling ring. Child sex/dismemberment of the older ones. Mr. Winslow also implied on several occasions that his own grandson was stolen at birth, which would explain the different nationality!
- He said he was responsible for having my handicapped uncle's (Down's syndrome + totally bedridden) gold-filled teeth removed prior to his death. He said it was time for my uncle to die since he looked so terrible. I never introduced him to my uncle.
- Mr. Winslow told me 1 yr in advance that my next-door-neighbor would have his foot amputated and die. He had a list of others who underwent the same tragedy as he said this was, "normal." - I endured ongoing illness, respiratory and cellulitis of both feet, which he also said was "normal." I was kept so incapacitated I did not see what was taking place right under my own nose.
- Mr. Winslow is running a nearby resort in the mountains where he refers to himself as a "predator." Boasting of being a professional photographer using hidden cameras on his guests. Each time I was there, several of his guest's homes were robbed; some homes even caught fire. Employees returned with belongings they said were "given" to them.
- On one occasion, Mr. Winslow alerted me to a fire 1/2-mi. from his home ~ said to hurry and get into his truck so we could check it out. The fire did not occur until over 2 hours LATER!

Can you imagine that reporting this resort owner as a "Danger to the public" being completely disregarded. In fact his resort is posted on the County of Fresno's web site, where visitors are encouraged!

As for the Laundromat mentioned above, same risk analyst set up the owner, who was never seen again. Laundromat was torn up/rebuilt on top of secretly-replaced water system - more altered records to cover up. New owner lives next door to Winslow, whose deeds to his own home were verified as FORGED. I saw Swieso forge the wife's name on an insurance application saying, "You can't live for the dead." More info re: Laundromat owner

More deaths across the street as this took place ~ so many facts hidden. More estates taken over by this mob.

I remain isolated, surrounded, living in terror ~ it is not over until their victim has been eliminated. I am pinned into a corner with no way out. Pleas for help are not allowed. I feel like Jeffry Dahmer's victim who narrowly escaped only to be called a "liar" and thrown back into the pit of hell. Only in this case, those who are throwing me back KNOW THE TRUTH. Attorney (fake?) behind the City of Fresno atrocities

Mr. Perez was never seen again; property torn apart and rebuilt on top of the secretly-replaced water system. Mr. Swieso was seen forging the wife's name on an insurance application citing his motto: "You can't live for the dead." Signature on new deed looks like the forgery, including the same misspelling.

This is how Olive Ave. was widened without leaving witnesses or complaints. Public records were then altered to make it appear that nothing ever took place. Funding appears to be from the real estate theft and insurance fraud being covered up.

It was not expected I would survive the atrocities that took place. Hence, the revenge. Perjury to have a Restraining Order issued against ME! Deeming ME a "danger" to THEM ~ making themselves appear to be victims.

Mary Pat is one of my brother's "best friends" from the 70s. Coincidence? She is the long-time masseuse at Jeffry Winslow's resort in the mountains! It was there, she was putting Jeffry's "special powder" in smoothies, which left me sick, in pain, in bed all day.

Back in 2002, Mary Pat used to tell me about all the times she was in my house ~ she further carried on and on about my mother's death. (I only met her in 2000 and invited her in my house 1 time, for 5 min.) Mary Pat's associate/s were/are linked to what was taking place at the Laundromat next door during the time of my mother's death ~ an investigation has STILL not been done. My younger sister's name is on a deed linked to JAE's lady friend. (Copy of deed on my other computer.) JAE was poisoning and filming me with hidden cameras back in the 80s, which from what I understand, was added to my portfolio presented by my older sister when severing more ties to me back in 2002 for what ws coming ~ the secret water diversion operation.

Per the City of Fresno's water department: Replacing the water system would be impossible without destruction of connecting properties! Exactly.

What you see below is an example of what has been taking place throughout Fresno, CA (and more) over the past 50 yrs. Altered property lines with structures now equipped with clamped sewer and water lines.

To deceive the public, parcel maps are being altered in escrow as rebuilt properties are re-sold as "original" to unsuspecting buyers.

Most people in Fresno will verify that Olive Ave. was widened, yet Public Works denies it. Because widening Olive Ave. was not authorized, therefore it was carried out one block at a time, so it would not call attention to what was taking place, including the major reconstruction of street-lined properties, which were then resold with altered parcel maps to cover up the evidence.

The City of Fresno's own water layout verifies all of the above.

The group conspiring with Public Works is not authorized either; hence no records for what is taking place. Reconstruction without permits or inspections. Major health, environmental, safety and building code violations.

Wilbert G. Swieso is the self-proclaimed mastermind who boasts of overriding the Planning Department, then having records altered to make it appear that things were always this way. He conspires with various City employees while laughing that the officials / office personnel are too incompetent to ever catch or stop him.

This operation is behind much of the street widening taking place. Instead of records to show the street widening, more cover up, including altered aerial views to make it appear that things were always this way. As this continues, so do the ADA violations.

Old utility poles were removed from earlier easements, now standing in the alleys and middle of sidewalks. There are also many more utility poles ~ look around, they are everywhere! Check out the code violations behind the relocation of street lights. This is a nightmare in itself! Yet with the altered records, our city and PG&E's office personnel maintain that things have always been this way - exactly as programmed.

Not only are there witnesses to the additional, replaced and reconnected utility poles, there are witnesses to who is behind this ~ it is not the City of Fresno or Pacific Gas and Electric in charge of this. That is why they cannot help ~ the office personnel have nothing to go by but the altered records on file.

You can see with your own eyes what a shambles all of this has become. Totally unauthorized with altered records to cover up what is taking place.

Therefore, the question is this. Is it really a coincidence that more and more residents are complaining about unexplained increases in monthly utility rates? While they are placing blame on PG&E's Smart Meters, PG&E maintains that nothing is wrong with their Smart Meters. Perhaps it is time someone looks at what the Smart Meters are connected to; perhaps it is time that Pacific Gas & Electric realizes that outsiders have taken over their equipment, utiltiy poles, rewiring, etc.

Electricity theft, which appears to be a major problem behind all of this, is another area not being looked into because people who steal utilities are protected by Disclosure Laws.

Learn how insurance agents (and realtors) conspire in robbing and seizing control of their client's properties and assets. Keep in mind that the mold problem mentioned below was the result of Swieso having the newly-clamped water lines loosened, covered in cement in order to create the problem.

========================================My monthly property insurance premium statements for my family's 2 commercial properties arrived by mail - promptly paid.

Upon renewal, the premium changed somewhat. Suddenly, I stopped receiving the monthly billings. Not wanting to be an inconvenience, I continued making payments online ~ unfortunately, in the wrong amount. Surely I would be contacted if there was a problem, but that is not how this worked out. It was at this time, my property insurance agent began sending MY BUSINESS to SWIESO'S office, despite repeated requests to STOP! In time, due to a few dollars discrepancy in my monthly payments, rather than contact me a 30-day notice was sent. I never saw it.

Then came the CANCELLATION NOTICE! Ron Lamm, my property insurance agent (as well as his secretary) REFUSED to assist; then they refused to acknowledge me. Clearly, their focus was on accommodating Mr. Swieso regarding MY ACCOUNT.

It was at this time, mold began consuming 1 of the 2 structures; the tenant told me he feared the wall would collapse. Of course it would ~ without insurance, he could then sue and own all, just as Mr. Swieso's group boasts of doing to others.

Now look at the entire message pertaining to my property insurance premium, where you will see the bigger picture as described in the above blog. Keep in mind that by this point, I had quit working for Mr. Swieso. I mention that because he actually delivered this memo from MY insurance agent, in person, because he "knew it was important." AND HE KNEW I WAS NOT RECEIVING THE INFORMATION! I was being by-passed as this man had once again, taken control OF MY AFFAIRS behind my back.

The policy had been CANCELLED with no chance for reinstatement. This is a beautiful example of how Mr. Swieso, while in the midst of destroying me, STILL wanted recognition as the innocent, caring and concerned "friend." He wanted to be THANKED for his help and concern. Once again wanting to be seen for all his "help" when in fact, HE was the very cause behind this.

At this point, I still did not know the legal documents were fraudulent, but I finally realized that Mr. Swieso had set out to destroy me.

And it was also clear that without property insurance coverage, the tenant, who Mr. Swieso was involved in from the very beginning, was trouble. This is why Swieso coerced me into renting to this man. This is why the"planted" tenant made it clear from day 1, he wanted to buy the buildings when I got "ready" to sell them. Escrow dragged out for 1 yr because no one would tell me about the fraudulent legal documents.

In the end, the new deeds to the properties entailed illegally revised parcel maps to match the new property lines. And fraudulent financing information ~ this explains why both realtors not only lied about the value of the properties but refused to help or look into my claims that I was sure the buyer did not qualify and there was fraud taking place. They had me pinned into a corner ~ either cooperate or lose everything, including my home behind these 2 properties.

As I have said all along, it was not intended that I would still be alive. With the fraudulent legal documents appointing Mr. Swieso, "Successor Trustee" of these properties ~ and my final departure underway, this is only 1 example of how Swieso is "acquiring" property and funding his "secret sideline."

Fresno / CA Central Valley - Flood insurance recommended

Freeway 41, which goes down the center of Fresno, CA was built in 1981. It was designed to double as a water channel should Friant Dam ever flood.

No one oversees Public Works - there appears to be no accountability within this department. This allows them to conspire with Mr. Swieso, the self-proclaimed mastermind behind the water diversion operation. Behind their backs, however, Mr. Swieso has another work crew. He has tied in more to the city's portion, which they DO NOT KNOW ABOUT. He says the City of Fresno is too incompetent to ever catch or stop him. Mr. Swieso is running people off their property followed by unauthorized reconstruction. He changes property lines and has the parcel maps altered in escrow. He then has these illegally altered parcel maps presented to neighbors who are accused of their property "overlapping" and threatened with lawsuits if they do not rectify the problem at their expense! He is having utility poles relocated/reconnected. PG&E's records are then altered to make it appear that nothing changed, which is why there is no help. (There are witnesses to ALL of this taking place throughout town, besides me!)

Mr. Swieso boasts of being braver than anyone else when it comes to breaking laws - including water laws and regulations that have prohibited development in the area where he planned to build his "dream home."

Mr. Winslow, on the other hand, carries on how this "secret water operation" will soon result in the water at the dam being raised, which will allow for piped water at the campgrounds located at his nearby resort (elev. 6,500'.) Fresno Title Companies Altering Parcel Maps

Secret altering of the central valley water system began 50 yrs ago. Parcel by parcel, block by block, whether in-between sales, under the guise of "renovations", while the property owners are being poisoned or sick/hospitalized, or blatantly murdered (all taking place to carry this out) ~ every structure ends up setting on top of the new water system. Instead of permits or inspections, public records are altered to cover up the evidence of cities being torn apart and rebuilt on top of this new water system.

The operation entails removal of various structures; expansion of others. Example:

Naturally, all property lines end up different.

Therefore, new deeds must be prepared, to make it appear that things have always been this way. Done at the title companies. Earlier records are "no longer available."

Fresno title companies are also (knowingly) recording forged and fraudulent legal documents. They even conspire in fraudulent financing information on new deeds.

With disclosure laws kicked aside, buyers remain oblivious of the fraud and deceit.

All structures have been rebuilt; many without permits or inspections, entailing massive building / safety / health / environmental code violations.
All structures are now setting on top of clamped sewer and water lines, which the property owner is held liable to maintain.

All utility poles have been replaced / relocated / reconnected. But not by PG&E - notice all the additional poles everywhere, so many poles they are now standing in the middle of sidewalks, creating more and more ADA violations. With PG&E's records altered, there is no record for any of this either. The "People Watchers" (linked to Wilbert G. Swieso, self-proclaimed mastermind behind the entire operation) are behind this - boasting of hidden cameras inside of homes, offices and motels. They say this allows them to keep everyone closely monitored (including tapped phones, hacked computers) in order to continue the operation without leaving witnesses or complaints. Some of them talk of bypassing alarm systems (also connected to the poles) and a technique entailing "gassing through vents" which allows them to rob, rape, switch medications, even kill - laughing that no one will ever catch them or figure it out.

The City of Fresno and their fake work crew have not only left the city/valley setting on top of haphazardly-clamped sewer / water lines, which property owners are unknowingly being held responsible to maintain, they are loosening these clamps on various parcels to create mold lawsuits and insurance claims; in some cases, having insurance canceled with the owner losing everything.

Others talk of unclamping these lines to urinate and/or inject poison into the lines. Trail of illness, death, suspected homicide, forged and fraudulent legal documents. These methods are used to not only steal property but to "clear the path" for the City to continue replacing the water system without the public's knowledge.

The City of Fresno does not tolerate reports ~ after annihilating my family and neighbors to pull this off, they issued a Restraining Order against me, calling me a "liar." They even deny their own street widening, relocation of street lights, storm drains, fire hydrants, utility poles. Their own sewer layout verifies what they did, which in turn, makes the Restraining Order public documentation of the very fraud and corruption they have spent 50+/- yrs trying to cover up.

Hence the ongoing death threats and sexual harassment linked to Alan Autry, whoauthorized the Restraining Order in an attempt to prevent this from being exposed.

The deaths and murders are being covered up, including the unsolved Polzin murder across the street when this was done to his property. Despite the evidence of properties taken by fraud ~ that, too, is being covered up. That allowed Alan Autry's group to return to further burglarize, vandalize, rape me and kill my pets ~ again, calling me a "liar." The crime is reporting this ~ theydo not leave witnesses behind. The City of Fresno repeatedly reminds property owners that they are liable to maintain the sewer and water lines on private property. As mentioned, structures throughout Fresno have not only been altered, they are now setting on top of and next to clamped sewer and water lines - carried out by the fake work crew that accompanies Public Works in the "secret" altering of the city water system. The group is not authorized or licensed to carry this out - no permits or inspections - massive building, safety, environmental and health code violations. Keep in mind that it is not city property where all the clamping has taken place. Also keep in mind that the City has gone to great effort to cover this up - having plat/parcel maps altered after the major alterations, as though things have always been this way. We know that it costs approximately $3,500 - $5,000 to replace a broken pipe. The city always tries to prepare us before the cold weather because this is often when broken/burst pipes occur. Sinkhole experts say that, no, it’s no mystery– it’s bad sewer pipes. When you get a hole in a sewer pipe, sure, you might get leakage out in to the surrounding soil, but you also might get surrounding soil to enter the sewer pipe, which gets carried away to wherever sewage goes. If that goes on for a while, a hole in the earth develops, and lo! a collapse from above fills it in. Sinkhole. If there’s a nearby manhole cover (entrance to sewer pipes) near a sinkhole, it’s a smoking gun.

Last year was the worst year for sinkholes and sewage spills in U.S. history. This year is shaping up to be even worse.

What caused them? I'll tell you in a minute. But here is a hint: The answer will make investors in water-pipe makers a lot of money.

In March, I attended Gabelli's Second Annual Water Infrastructure Conference, held in Manhattan. Of all the presenters, Thomas Rooney, president of Insituform Technologies, had the most eye-opening story. He told attendees about the looming crisis arising from our decaying

water and wastewater infrastructure – namely, leaking and breaking pipes.

But more importantly, he gave us some tangible evidence that shows just how bad things are getting. The most important was the record number of sinkholes and sewage spills in the U.S. last year. Leaking or breaking pipes are the biggest causes of these things in our cities.

A water pipe that leaks (or breaks) either allows dirt to get in the pipe or allows sewage to get out. If dirt gets in the pipes, then the pipes carry the dirt away. Eventually – even if the pipes carry only tiny amounts of dirt away each day – this weakens the ground above the pipes.
This ground lies below – and supports – our roads and buildings. Sooner or later, the ground gives way, creating the gaping sinkholes that swallow up cars and houses and even lead to people's deaths. One such sinkhole in Los Angeles was 30 feet deep and shut down a stretch of highway. Last December, a massive sinkhole in Portland swallowed a big-rig truck. Another in Grand Rapids, Mich., cut off the water supply to residents, who then had to live under a "boil water advisory."

That's scenario one. Conversely, sewage may leak out. If sewage leaks out, then you have major health issues in the surrounding environment. Last year alone, more than 3.5 million people became ill from E.coli and other toxins released from over 40,000 sewage spills in the U.S., according to the EPA. Then there are the beaches.
More than 1.5 million people get sick in Southern California every year because of bacterial pollution in the ocean – much of it coming from broken pipes, according to a study by UCLA and Stanford. And in Hawaii last year, Waikiki Beach had to close after 40 million gallons of raw sewage flowed into the water after a water main pipe broke.

SINKHOLES BECOMING MORE COMMON

PORTLAND, Ore. — After a sinkhole swallowed a sewer-repair truck here on the day after Christmas, the truck’s crew crawled to safety, muddy and mystified.

Last summer in Irving, Tex., a 2-year-old boy disappeared near a sinkhole. One theory was that he was kidnapped. Another was that he was lost in the sewer system that had broken open and caused the collapse.

In December, firefighters in Brooklyn rescued a grandmother carrying groceries who fell into a hole that opened beneath her on a sidewalk. And in Hershey, Pa., a damaged storm drain caused a six-foot-deep sinkhole in Chocolate Town Park, nearly sinking the town’s New Year’s Eve celebration.

Local and state officials across the country say thousands of miles of century-old underground water and sewer lines are springing leaks, eroding and — in extreme cases — causing the ground above them to collapse. Though there is no master tally of sinkholes, there is consensus among civil engineers and water experts that things are getting worse.

Unsolved Murder Puzzle (Fresno, CA)

William ("Bill") Wyatt Polzin

June 30, 1946 to February 16, 1994

Bill was shot/killed when he stepped outside his shop one evening - to date this has remained an unsolved murder. It appears that providing information behind this, is nothing less than suicide and will likely remain an unsolved murder, because it seems to be linked to the City of Fresno and their fake work crew - behind 45+ yrs of "secret" replacement of the city water system.

Parcel-by-parcel, block-by-block, every structure rebuilt on top of clamped sewer/water lines. Streets widened; alleys narrowed; blocks made smaller; relocation of storm drains, fire hydrants, utility poles, etc. Unless done in-between sales or under the guise of "renovations" ~ God help the occupant.

Olive Ave. was an especially dangerous place to own property - where the bigger alterations would take place in order for the illegal tie-ins to be connected to the main line. This, my friends, is what was taking place at the time of Bill's murder . There is no record of it ~ because it was not authorized. No permits or inspections. The evidence is behind the altered public records and "planted" neighbors who served as "credible witnesses" that none of this took place.

Method: Prior to any alterations, the area is first "planted" with occupants who will later serve as "credible witnesses" that nothing took place. Below is a diagram that basically shows the layout of where the Polzin tragedy took place.

The attorney for Bill's estate was David A. Silva, atty. Mr. Silva's office was located next door to WGS, the self-proclaimed mastermind behind all of this.

Mr. Silva is the also the attorney who, after making sure that ties among my siblings had been severed, conspired with WGS in the preparation of fraudulent legal documents for my family's properties (# 2 and # 3) appointing WGS, "Successor Trustee" despite an IRREVOCABLE TRUST! (With plans for my final departure underway, #4 was also on the menu.)

Prior to Bill's death, DM lived with RJD at # 7. (RJD used to live near WS [#8] in Chicago many years earlier.) DM moved out of # 7 and met HM - they were renting the corner property during the time of Bill's murder. Then they relocated, 1 mile away. RJD's next roommate was Don, who died; RJD was the beneficiary of Don's estate. RJD's next roommate was/is Frank, whose health began to deteriorate. Frank's ill mother died there (# 7); his father died at home shortly after. RJD coerced Frank into severing ties with family and appointing RJD beneficiary of Frank's AND his family's estates (as WGS basically did to me while I was being administered unknown chemicals without my knowledge.) After these same alterations took place to # 7, RJD and Frank bought a building on Olive 2 blks east, where the same alterations took place (under the guise of "renovations.") Then they moved 1-2 miles where the same alterations took place. House (# 7) was sold to Dan. WS (#8) sold his house and moved 1/2-mile away; DM & HM bought #8. Dan (#7) died; RJD handled the estate. (The rumor that Dan was "suicidal" is a lie.) Frank and RJD then relocated to WI where Frank has since been hospitalized. (Much more re: RJD.) In-between this, Linda seems to have "vanished." My point is that it appears to be a never-ending nightmare among the "regulars."

  Bill was surrounded by the "regulars." Immediately after his death, the reconstruction of his property began. Sidewalk was also torn up with sewer/water line alterations tied into alterations on the corner property - at the same time of city street alterations. Yet to this day, Bill's former neighbors continue to deny that anything unusual went on at the time of the tragedy. They further deny street work, fire hydrant or storm drain relocation, street lights or utility pole relocation. They deny any destruction or reconstruction to Bill's property when in fact, it was MAJOR reconstruction in addition to the underground utilities on both properties being connected and tied-into the main line, headed beneath the tree median that was installed between the properties.


RJD kept in touch with his deceased roommate's (Don) mother, Gay. Public records show that David Silva, atty handled the estate for Gay as well.

  Keep in mind that Gay had other children. From what I recall, they lived in Bakersfield; I recall the fighting and arguments among family members - refusing to visit Don. A scene that has since become all-too familiar when linked to people who intend on seizing control of the assets. (Also odd is that I do not find David Silva, atty, listed in phone directories - who refers him to such clients? As a matter of interest, it was when I reported him to CA BAR Assn. for fraud he secretly closed his office, never to be seen again. Since disbarred with several cases pending against him.)

As mentioned above, DM and HM bought #8, giving them a clear view of my home (#4.) With "planted" tenants occupying # 2 and # 3 - our properties were stripped, gutted, reconstructed. Naturally, neighbors and tenants claimed that nothing took place. Residential street was widened, which they also deny.

Not long ago my floor was torn out and replaced with trash; central air/heat ripped out and replaced with trash entailing asbestos; even ducts torn out so the filth and asbestos pour in through the vents. This was near the time Les G. stopped by - dropping off a medical book and telling me I would be needing it. In the past he carried on about how cruel and evil he was, a member of the Aryan Brotherhood who robs and kills. This is the same person who, 3 yrs ago, was helping the "auction people" go through the estate of Bill Polzin's mother, smirking that no one ever figured out who murdered Bill. Auction people are linked to RJD, also an "auction person" and very much a part of what was done to my family, our properties and me.

Albert Perez owner of the Laundromat (# 1) was also set up for annihilation. Lied to by the same city risk analyst - never seen again. Property stripped; gutted; torn apart and rebuilt differently after sewer/water lines were replaced - unauthorized. More altered plat/parcel maps. Signature on new deed to Laundromat looks like the same signature I saw WGS forge (trace) on an insurance application, laughing, "You can't live for the dead." New owner of Laundromat lives next door to JCW - who "acquires" property by fraud and forgery. JCW is the person who said he planned on taking over my family's 3 properties as well as the Perez Laundromat, as I would be meeting the others, including his former wife (who has not been seen in years - signatures verified by handwriting expert as forged), "IN ANOTHER WORLD!"

The City of Fresno called me a "liar" about the horrendous destruction, loss of properties and annihilation of my family members in order to secretly replace sewer and water lines behind these properties. Their own sewer layout verifies EXACTLY what they did; the structures speak for themselves. So they had a Restraining Order issued against me - I was called "crazy" and "liar" as they turned the tables and deemed ME a danger to THEM! They further prohibited me from reporting this to ANYONE else at the City of Fresno. Added to the other fraudulent lawsuits and R.O. by "planted" tenants, it is ME who appears the criminal. Here, you can see that it is not me who is lying - this is a copy of the sewer layout 1 blk east of the Polzin property. It is further evidence of Olive Ave. being widened as well as the accompanying sewer/water line replacement that the City of Fresno is denying.

And here, you can see connections among some of the people who seem to intertwine throughout all of the above.

Reporting this turned out to be the biggest crime of all. Lies, anger, name-calling, Restraining Order, followed by death threats. The focus remains on discrediting me by using by behavior while being poisoned as this took place on my family's and neighbor's properties. That is how the City and County of Fresno justify disregarding my reports. Regardless of what I say or provide as evidence, it is not allowed. Because the truth is not allowed.

Aerial Views Altered / Cover-Up in Fresno, CA

In an ongoing attempt to deceive the public, while covering up one of the most barbaric operations in history, aerial views of Fresno, CA have been altered.

Old directories, maps have also been altered to cover up 45+/- yrs of altering structures throughout town, parcel-by-parcel. Various structures completely removed as others expanded and shifted down in a "ripple effect." Patched, re-built and new construction now setting on top of clamped sewer and water lines. Utility poles relocated and reconnected. All done without permits or inspections. This is why there are no older records of Fresno, CA. Very few photographs remain - many are scanned and altered to make it appear as though things were always as they are now.

It appears that our water source is being diverted. Concern should also be given regarding Fresno and other cities in the central valley possibly being set up for a major disaster. With the financial and real estate fraud behind this operation, it would benefit the very people who are behind this. People who talk of development where it has been prohibited all these years; one even boasted about the decades he put into breaking water laws in order to achieve that very goal.

Upon uncovering this operation, Fresno's Dept. of Public Works filed a Restraining Order against me - committing perjury to discredit their own UNALTERED records, which verify EXACTLY what they are doing - further prohibiting me from reporting this to anyone at the City of Fresno other than the senior risk analyst who lied to keep this covered up. Death threats (by ??) followed if I continue to report this. Considering the trail of ID theft, missing persons, suspected homicide that accompanies this operation - I take that threat very seriously.

Blocks made smaller to carry out felony operation - Fresno

In order to carry out the secret altering of the city's water system throughout town, streets are widened; blocks are made smaller. Such as Olive Ave. - west end of the Tower Dist. There are no records, permits or inspections for the street widening that went on - not even for the major damages and reconstruction to street-lined properties. No record for the altered property lines - instead, parcel maps altered to make it appear that things were always this way.

Take a look at the other end of this block, where more unauthorized alterations took place in preparation for cutting this street back i.e., relocated street lights, utility poles, AT&T's junction box. Once again, no record for any of it - only more lies and altered records to cover up the evidence. Newcomers remain oblivious.

Front lawns are cut back; alleys narrowed and/or closed off to compensate. As done on my block, the garage next to the alley went from a single to a double and extended into the alley, which narrowed the alley. Utility poles were moved from easements into the alley where the garbage bins once stood, making it appear that things were always this way.

With all 4 sides of blocks throughout town being cut back, various structures are removed as others are systematically altered and shifted in a "ripple effect." It was not expected I would survive this nightmare. My family's properties had been torn apart and haphazardly patched back together; assets distributed; all ties severed. Unfortunately, my survival has not been the "blessing" it first appeared to be. My reports are not wanted and in most cases, not allowed. Uncovering one of the biggest and most corrupt operations in the history of CA, has resulted in being sabotaged and discredited with every attempt to seek help or report this. My reports seem to backfire, making ME the criminal or the one in the wrong. Prior to meeting Lora, Jeffry C. Winslow lived with his mother in an apartment. He owned nothing and was in debt. Listed in public records, here are just a few of the liens against Jeffry:

Today, Jeffry is living in a million-dollar home on 5 acres, near Table Mountain. Lora, who Jeffry described as very wealthy, has not been seen in years. Photos of Lora, found online. (No comment.)

Jeffry and his associate, Wilbert G. Swieso, had plans of taking over my family's properties by fraud as well. Wilbert conspired in the fraudulent legal documents, appointing himself, "Successor Trustee" while Jeffry danced and sang that I would be meeting Lora, "in another world." It was an accident I got away before that meeting took place.

I decided to do some investigating regarding my suspicions about Jeffry. In public records, I gathered up some signatures on legal documents. The 2 on the upper right were on the bank loan for the home on Gold Rush Lane, which Jeffry now owns as a "single man." Accomplished by deeding the property to himself - verified as forged. Then he refinanced it!!! Where is Lora? Not someone claiming to be Lora or more scanned photos to make it appear that all is well - WHERE IS LORA? The REAL Lora?

In an ongoing quest to find Lora, I found this document. Since it has a fingerprint, could this document be used / matched up to Lora's fingerprint?
Answer: No - this the forgery mentioned above! Verified.

I really wanted to locate Lora - I wanted to let her know that her mother's signatures appear to have been forged prior to her death, putting assets into a Trust for later distribution.

Further research shows a document distributing the mother's assets after her death in 1999. What a coincidence! This is the same estate attorney who prepared the first fraudulent legal documents for MY family's properties!
Future documents go on to add Lora, then the 3 siblings sell. This is the other verfied forgery mentioned in the letter above - this piece of property belonged to the step-father.
By this point, it was clear that locating Lora was not likely going to happen. So I decided to contact one of the sisters, Sammie. Jeffry used to obsess over Sammie's beautiful home - he wanted to own that too.
I was taken back by Sammie's nasty attitude when I called her home - she did not even allow me to tell her what I had uncovered. Why. Suspecting something was wrong, I dug a little deeper. This is Sammie's signature - not verified one way or the other.

The story and links continue - straight to the Laundromat located across the alley from me, where the owner "vanished" after being targeted by Jeffry, Wilbert and the city of Fresno's risk analyst - same time I had been targeted.
Another coincidence? Not only does the signature on the new deed to the Laundromat look like the same one I saw Wilbert forge on an insurance application (I saw him forge many), the new owner of the Laundromat lives next door to Jeffry! And of course, the new deed reflects the illegally revised property lines.

Like I said - I narrowly got away before joining Lora, "in another world."
This is only 1 man's story of how he went from rags-to-riches. There are more. Outside of Fresno, CA, an operation like this might be considered real estate theft, suspected homicide, etc. But because it intertwines with felony altering of the city's sewer, water and power infrastructure, it is covered up. Reporting it is the crime.

Fresno Murder Cover-Up (1994 - Polzin)

FRESNO, CA STONEHENGE ANTIQUES - Olive, between Vagedes and Arthur (2 blks east of Fruit Ave.) William “Bill” Wyman Polzin - 1994 unsolved murder / shot to death when he stepped outside one morning.

At the time of Bill’s murder, alterations to the structure as well as sewer and water lines (without permits or inspections) were taking place next door to him. Directly after Bill’s death, his property underwent major reconstruction, prior to reselling - including sewer and water lines. If memory serves me correctly, there was a connection to the sewer/water lines on these parcels as well as where they led. So to begin with, Bill’s murder appears to be another tragedy linked to the felony altering of sewer and water lines taking place throughout town. For years I have been reporting a trail of similar atrocities that follow this operation. It was after figuring out the pattern and uncovering a few more clues that led me back to Bill’s murder.

The attorney who handled Bill’s estate (not listed in directories) was David A. Silva. Mr. Silva was/is one of the partners of WGS, who is the ringleader behind the felony alterations. WGS is not only a former employee of the City of Fresno, he conspires with various city employees in overriding the planning department and altering records to cover up the evidence.

Mr. Silva and WGS were later caught conspiring in the preparation of fraudulent legal documents for my family’s 2 properties, located 1 blk east of Bill’s property. By the time it was over, not only had we lost our 2 income properties as a result of the horrific damages caused from the felony altering of sewer and water lines, I was reporting suspected homicide of my family members, poisoning, attempted murder of me, burglary, VIN altering, and more. I am still reporting it.

It was in 2004, when I finally figured out what had caused the horrific damages to our properties. Just as I always suspected - the risk analyst had been lying about the cause behind sewage back spills. She conspired with WGS in setting my family and me up for total annihilation. Whether due to my discovery or not, it was near this time that Mr. Silva abandoned his office - taking clients’ money and files, never to be seen again.

Unable to understand why no one else complained about the massive damages that had taken place down the entire street, I looked in public records. There I discovered a distinct rotation pattern among people linked to WGS. They include neighbors and former tenants, who had caused so much hell and filed fraudulent lawsuits against me. Clearly, Bill Polzin was surrounded no less than my family and I had been when targeted. The links (entailing much more upon request) speak for themselves.

The Laundromat across the alley from me was also targeted. It too, was torn apart and patched back together in order to alter sewer/water lines - done during the citywide upgrade, when the heavy equipment sat here for days. This is when WGS’s other associate, JCW, informed me that I would be meeting the others “in another world” as he planned on taking over our properties as well as the Laundromat. It was an accident I got away. The owner of the Laundromat was never seen again. Signature on the new deed to the Laundromat looks the same as the one I saw WGS forge (trace) on an insurance application. New owner of the Laundromat lives next door to JCW, who is linked to verified forgeries and “missing” person/s. Earlier signature on deeds to Laundromat do not match - linked to WGS and possibly a family tragedy that occurred during that time. (Following the links from this Laundromat lead to millions/billions in more real estate fraud/theft.)

This same pattern of running people off their property in order to alter the sewer and water lines can be seen all the way down Olive Ave. This is most likely why the area has continued to lose its well-established businesses as the neglect becomes more and more apparent. A "system" in which ongoing so-called "renovations" take place in-between property/business owners - a "rotation." Not always done at one time or it would be too obvious. In the end, structures have been altered and new deeds reflect illegally changed property lines. Earlier records are mysteriously, "no longer available." Done so slowly that to outsiders, nothing looks out of place - no one questions anything. At least not until now - I believe I am the first one to survive this group only to find that the next nightmare would be in reporting this. Upon providing a copy of the sewer layout, which verifies what I am stating, the City filed a Restraining order against me - death threats followed (by ?) if I do not stop reporting this.

The links from Polzin continue down both blocks - same group I have spent years reporting. Same scenario. Same "estate attorney." Same "rotation pattern." Linked to the same estate planner (former employee of the City of Fresno) who is running a massive burglary and real estate theft operation as he conspires with various city employees in felony altering of the city's sewer, water and power infrastructures.
There is even a member of this group who boasts about robbing and killing - smirking that after all these years, no one ever figured out who killed Bill Polzin.

Can you solve this mystery? How could a narrow street be widened without cutting back the street-lined properties? For instance, see below:

I’m not sure a team of scientists could solve this puzzle. So before I explain, look this diagram over very carefully so you will understand and be able to follow how this was accomplished.

Back in the 70s or 80s, a fire resulted in removal of a structure which was located toward the other end of the block (not shown here.) Yet there is no empty lot - no sign that the house ever existed! Removal of that parcel allowed for the remaining structures to be shifted down in a ripple effect, altering the property lines along the way. With disclosure laws not being complied with and plat and parcel maps altered in escrow, new owners remain oblivious. Finally, the last parcels to be shifted down were the ones lining the street - done when the street was widened!

Widening the street entailed relocation of sewer manholes, water meters and water lines, etc. See the new measurements for sewer manholes below.

Now go back to the first diagram and look at the lot that measures 50′. Same sewer layout below - red ‘x’ shows where the sewer vent is located on this parcel = 198′ or in more simple terms - 2′ from the property line. At least that is where it was located for over 60 yrs. Look below - the sewer vent is now 10′ from the property line.

So at this point, you can see that none of the parcels are standing as they were when originally built. The problem is that none of this was authorized, which is why there are no permits or inspections on record for any of it. Massive building, environmental, health and safety code violations, not to mention soil, air and water pollution.

Obviously, this operation entails completely reconnecting/realigning all of the overhead and underground utilities. Also done without permits or inspections. PG&E has NO record of their poles being altered or relocated. They have no record of the easements that were closed as their poles were relocated into the alley. Altering their records and transferring the numbers on the poles is all it takes to leave them oblivious as well.
Here is a close look at some of the “new” sewer and water lines that are left clamped together beneath 6″-8″ of soil and/or cement.

That’s right folks - from one end of town to the other. Is it any wonder the City of Fresno continually reminds property owners that THEY are responsible for the maintenance of sewer and water lines on their property? Including the ones that were switched with corroded lines as shown above. To this day, no one has ever figured it out.

As this is being carried out, it results in discharging of infectious, disease-carrying raw sewage. Rather than give any warning or chance to protect one’s self or belongings, the city risk analyst is sent out to LIE about the cause - the trail of illness, infections, amputation and death are disregarded, because ALL of this is being carried out illegally. In some cases, people are being run off their property in order to pull this off! Some of whom are never seen again - followed by forged deeds (verified by a licensed handwriting expert.)

To merely ask the City of Fresno for help and/or answers results in being told, “Too bad - that is private property.” And I say - “Bullshit! It is connected to FELONY ALTERING OF CITY PROPERTY!” The public is entitled to answers; we are entitled to be safe. There is no record for any of this taking place! Done without permits or inspections - endangering the lives of all residents.

The Dept. of Public Works conspires with a former employee in carrying out this barbaric operation. The accompanying destruction and haphazard patching to private properties has left the city in shambles. This clamped nightmare goes beneath entire structures, which explains the jackhammers during so-called “renovations.” This explains why there are no old, well-established lawns anymore. It explains why there are no older records of Fresno. Most importantly, it shows the lies and total disrespect for every resident of Fresno.

BONUS: Can you imagine what happens when one of these clamps is loosened. Have you ever heard of “planted” tenants who file mold lawsuits and mold insurance claims? Did you know that various insurance agents conspire in cancellation and non-renewal of coverage as mold and/or damages consume property - resulting in foreclosure, bankruptcy or lawsuits that result in the property owner losing everything they worked lifetimes for. Did you know that estate planners are also involved in this? Conspiring with corrupt attorney/s in preparation of fraudulent legal documents? And the group who refer to themselves as “people watchers” - linked to the felony altering of utility poles to line back up to these altered structures. Illegal rewiring appears to entail some extreme violation of privacy issues as well as a trail of burglaries, ID theft, forged deeds of people never seen again, illegal conversion of assets, more. All behind felony altering of sewer, water and power lines.

This is the attorney who conspired with Wilbert G. Swieso, in preparing fraudulent legal documents for my family's properties, appointing Mr. Swieso "Successor Trustee" despite an Irrevocable Trust. Upon being caught, Mr. Silva claimed he did not remember why we met. Odd, since I was working next door to him at the time, for his associate, Mr. Swieso. These 2 gentlemen were actively attending Estate Planning meetings, soliciting elderly clients, sharing them back and forth for all their "estate planning needs."

Reporting Mr. Silva to the CA State Bar became another nightmare - they had the audacity to repond by stating that it was an "accident, no harm done" because my family and I still owned our properties. In reality, we lost our properties and much worse as a result of the fraud and corruption. All very deliberate and intentional. Further reports to CA BAR were not even acknowledged. (Sound familiar?) Instead of stopping these gentlemen and exposing their operation, they were allowed to continue. Coincidence or not, it was while I was reporting Mr. Silva, he packed up his office, never to be seen again! Because Mr. Silva was not stopped or investigated, he was allowed to destroy even more lives. To this day, I do not believe he was who /what he claimed to be - why wasn't his associate's involvement looked into; especially since it leads to more fraud, corruption and suspected homicide!

RECAP: I met Mr. Silva when I was re-hired by Wilbert G. Swieso. At that time, I was told that the reason for the attorneys in the office next door moving down the hallway was due to needing more room. Mr. Silva, they said, decided to maintain the office by himself. His name was then painted on the door and I became his victim, courtesy of Mr. Swieso, who convinced me that if I did not have certain legal papers drawn up, my siblings were going to leave me homeless. In reality, the Trust needed to end and assets distributed, however, due to the condition I was being kept in, Mr. Swieso had taken charge of all. He reminded me over and over how my siblings had not helped take care of family and were therefore not deserving of my life insurance policy, which he suggested I appoint him beneficary of. Again, I followed his instructions.

When I asked how and when Mr. Silva went from a bankruptcy attorney to an estate planning attorney I was told, "don't worry about it." Further instructed not to argue - just sign the papers, which appointed Mr. Swieso, "Successor Trustee" to my family's estate properties, despite an Irrevocable Trust. (Same when I asked why Mr. Swieso lied on an insurance application - stating I worked for another company, out of town, appointing himself beneficiary - "just sign it!") As my health and behavior began to worsen, I was being exploited as "crazy." No one would question this man's motives nor would they ever know of the fraud behind it. In short, I got away right before he finished what he started.

With suspicions of "missing persons" behind Mr. Swieso's operation, I began to research and uncovered fraudulent and forged legal documents (verified by a handwriting expert) of people never seen again. Somehow thinking that Mr. Silva would come to his senses if I provided this information to him, I showed him what I uncovered. He said nothing - he looked scared. Shortly after that is when I began to uncover the fraud and corruption behind all this - felony altering of the city sewer and water system. Coincidence or not, it was near that time Mr. Silva packed up and vanished.

As devastating as this has been to Mr. Silva's clients, I believe there are still some unanswered questions pertaining to Mr. Silva and what he and Mr. Swieso were running. Without the chemicals in my system, I "see" what I did not "see" in the past. Such as an attorney in an office that was practically bare - no sign of a licensed attorney. He nor his secretary were notaries - they did not even know there was a notary 4 doors down the hall! How did they run a legal office without a notary? Upon contacting the office where the other attorneys had relocated, the person who answered the telephone had never heard of Mr. SIlva. Upon sending an email to one of the attorneys at that office, his response also indicated no knowledge of Mr. Silva. With evidence of various people disappearing, and others stepping in to take over their identities, I began to have more questions regarding this man - where did he come from? Was he legitimate? I looked in some old telephone directories for Mr. Silva's listing ... I found NONE. I looked online for reference to Mr. Silva's legal occupation - I found only 1 - listed as a "bankruptcy" attorney, not an "estate planning" attorney.

I vaguely remember Mr. Swieso mentioning Mr. Silva's involvement with a disability program due to a handicaped son? Would that have anything to do with Mr. Silva's links to the organizations below? I do not know, as my search led to dead ends.

My point is that something is very wrong with this entire picture. How many other clients did Swieso and Silva "service" together in the manner they did my family. Where is Silva - why can't he be located? Is he still alive? Or has he followed the same pattern that appears to have been done to others. Do his signatures prior to 1989 match later signatures?

Despite being angry over what Mr. Silva did to me, the man has family - concern over their safety and welfare is an issue not being addressed. Repeat - something is horribly wrong with this picture. No one invests years of study and hard work to become an attorney, to end up like this.

As many times as I have attempted to provide this information (and more) to CA State BAR Assn., it does not appear that I am successful. You would be doing each of his victims named in the paperwork as well as countless others a great favor if you would kindly forward this information to CA State BAR Assn. Please.
