City of Fresno, CA targeted Down's syndrome victim for annihilation.
Using risk analyst to lie about recurring sewage spills, which left victim sick / hospitalized, his properties were being torn apart / rebuilt without authorization, permits or inspections, on top of the City's secretly-replaced water system.
Suspected homicide, insurance fraud, properties taken by fraud. Much more.
Fresno Mayor Alan Autry ordered the cover-up.
